4.Rational
As being well aware, nationalism is focused extensively among ASEAN member countries to a high extent that, more often than enough, national interests receive higher consideration than regional interest. Besides, ASEAN people have largely ignored the principles of ASEAN as stated in Hanoi Plan of 2002, regarding regional cohesion and solidarity despite culturally difference and historical conflicts.
What is presently lacking in ASEAN is ‘ASEAN spirit’ among the people in each member country. ASEAN spirit, in this sense, should be implanted basically among the youth, who, as a new generation, may function as a major task force toward national and regional cooperative development. Hence, their regional-oriented attitudes will contribute to more open-minded understanding toward their folks in ASEAN.
To boost up ASEAN spirit among the youth, ICT is the best optional tool to be employed as one of the fast and far-reaching media. Moreover, since the youth will perform as a driving force of ASEAN in the future, and they are recognized as being more familiar with ICT than their senior generations, Hence they should be the target to be trained in utilizing such ICT tool in order for ‘ASEAN spirit’ development.
ASEAN spirit is a major regional concern. If operationalized properly, it will help solve various regional conflicts arising out of misunderstanding or nationalism, thus weakening the image of ASEAN as a whole. Furthermore, ASEAN spirit will strengthen ASEAN solidarity and, eventually, regionalism.
Therefore A 2-day Seminar on ‘Usage of ICT to Promote ASEAN Spirit’ will be held in Bangkok, Thailand to start incubating this target ASEAN youth community towards building up a unique ASEAN spirit among these future hope of the region.
5.Objective
To develop ASEAN spirit among the youth (university students) of ASEAN member countries by using ICT as a mechanism
6.Scope of Work
6.1) The participants will brainstorm, using inputs received from the seminar audience, and come up with appropriate techniques and strategies regarding using ICT to promote ASEAN spirit among the youth of their particular member countries.
6.2) The focus of the content is on generating ASEAN Spirit as well as awareness and understanding of ASEAN among the youth. Such strategies will be elaborated by the seminar audience from 10 member countries that consists of students, policy makers from the ICT Ministry, individual from ICT firms, and ICT experts.
6.3) A draft of plan to promote ASEAN spirit is complete and submitted to a related agency for further implication.
6.4) The way forwards , In next phase
6.4.1 A follow-up seminar will be held later in each country to investigate the progress of implementation and the feedback from the youth.
6.4.2 A brief survey will be conducted in each country later to check the ‘ASEAN Spirit’ as well as awareness and understanding about ASEAN among the youth.
7.Participants
The target beneficiaries would be the university students, who are the ‘cream of the crops’ of each member country.
7.1) No. of Participants
The seminar will have the 40 participants – 4 persons from each country—consisting of:
1) 2 students
2) 1 policy maker
3) 1 individual from ICT private sector
7.2) Qualification of Participants
1)participant students are preferably student leaders, be it president and/or vice president of student union from state or private universities, 20-25 year of ages, with creative and initiative thinking and high vision
2)policy makers are of the director level from the ICT Ministry or Equvalent organization, 30-50 year of ages and working in the policy and planning section
3)one participant from the private sector are preferably in the managerial level, 25-35 year of ages, working in the Human Resource Development or ICT Capacity Building/Networking fields, from a telecommunication or ICT company
8.Planned Activies
8.1) Develop project’s weblog for communicating among participants prior, during and also after seminar.
8.2) Invite four (4) participants involved directly with ICT implementation (university student, policy maker, private sector) from each country to be the core group of the seminar.
8.3) Request that the core group of each country prepare a country report on ‘How to use ICT in promoting ASEAN spirit’ as well as awareness and understanding about ASEAN among the youth. The country report will be submitted via Project’s Weblog to the organizing team.
8.4) The organizing team will summarize the proposed strategies and tactics and come up with the synthesis of plan to employ ICT to promote ASEAN Spirit and generate awareness and understanding about ASEAN among the youth.
8.5) A 2-day seminar will be held to work on the detailed plan. The participants and the seminar audience discuss extensively about the proper plan of employing ICT to boost up ASEAN spirit.
8.6) ICT and ASEAN experts will be invited to give comments on the possibility of implementing strategies and techniques recommended by each country core group.
8.7) A half-day or 1-day visit to a telecom and/or satellite and/or ICT Institution will be arranged.
8.8) Produce a summary of effective strategies and techniques to use ICT for promoting ASEAN spirit.
8.9) Submit the summary to the agency-in-charge of each country so that it will see to the implementation of such strategies into practice.
8.10) A follow-up seminar will be held 6 months later in each country to investigate the progress of implementation and the feedback from the youth.
8.11) A brief survey will be conducted in each country 6 months later (1 year after the strategies have been put into practice) to check the ‘ASEAN Spirit’ among the youth.
9.Expected Outputs
1) 10 Country reports from member countries
2) Strategies and tactics regarding the implementation of ICT to promote ASEAN Spirit and generate awareness and understanding about ASEAN among the youth
3) Detailed Plans and schedules of implementation
4) Collaborative Networking of key participant in each country to promote ASEAN awareness among the youths, using Weblog as a tool
